Purpose of ARP ESSER III Funds
ESSER (Elementary and Secondary School Emergency Relief Fund) III is a third stimulus and emergency COVID relief funding stream authorized as a part of the American Rescue Plan (ARP) Act that was enacted in March 2021.
The allocation of funds, for public and charter schools, has been based on the proportional share of Title 1 funds.
The intent and purpose of ESSER III funds is to safely reopen and sustain the safe operation of schools, as well as address the impact of the coronavirus pandemic on students.
The remaining funds may be utilized in a wide range of activities to address needs arising from the COVID-19 Pandemic.
Allowable Use of ESSER III Funds
ESSER III funds are used to prevent, prepare, or respond to the Covid-19 pandemic. There is an additional emphasis on addressing learning loss.
LEAs receiving funds under ESSER III are required to reserve no less than 20 percent of their allocation for the purpose of addressing learning loss through the implementation of evidence-based interventions. These interventions must respond to students’ academic, social, and emotional needs and address the disproportionate impact of COVID-19 on students from low-income families, students of color, English learners, students with disabilities, students experiencing homelessness, children and youth in foster care, and migratory students.
Other allowable use of ESSER III funds include: purchasing technology for students; providing social and emotional support; providing professional development for teachers and instructional staff; and providing measures to prevent the spread of COVID-19 to the greatest extent practical consistent with CDC guidance.
